Received his PhD in political economy and government from Harvard University. Has been a professor at the University of Tokyo. Inaugurated as governor of Kumamoto Prefecture in April 2008. His works include Elites and the Idea of Equality (coauthor), Political System and Change (coeditor), and several other books in English and Japanese.
