Received his PhD in political science from the University of Michigan. Has been a professor at the National Defense Academy; is now its president. His works include UN Peacekeeping: Japanese and American Perspectives (coeditor) and Senryaku kenkyû no shikaku (The Vision of Strategic Studies).
