Received his master’s degree in economics from Cambridge University. Joined the Ministry of Foreign Affairs and served as an ambassador in the Japanese mission to the United Nations and as deputy secretary general of the OECD. Author of Higashi Ajia Kyôdôtai (East Asian Community), 21-seiki no nanboku mondai (The North-South Problem in the Twenty-first Century), and other works.
